Boyarinev previously restricted Navalny’s access to necessities, and reportedly harassed him further. Kremlin denies links between Navalny’s death and promotions, calling it routine.
Navalny, 47, died in Siberian prison camp, amid international outcry and denial of family access to his body. Navalny’s foundation sees Boyarinev’s promotion as Putin’s reward for torture. Three other officers also promoted to general rank.
