Biden told ABC News that Putin is a “dictator” struggling to hold his country together. Biden emphasized the strikes are limited to areas near the Ukrainian border, where Russian conventional weapons are targeting Ukraine.
This marks a shift in US policy, specifically allowing actions around Kharkiv after significant Russian advances. A US official noted the permissions are confined to this area, and Ukraine has not requested broader authorization.
