President Joe Biden on Thursday criticized Russian President Vladimir Putin while defending his decision to allow Ukraine limited strikes within Russia using US weapons.
Biden told ABC News that Putin is a “dictator” struggling to hold his country together. Biden emphasized the strikes are limited to areas near the Ukrainian border, where Russian conventional weapons are targeting Ukraine.
This marks a shift in US policy, specifically allowing actions around Kharkiv after significant Russian advances. A US official noted the permissions are confined to this area, and Ukraine has not requested broader authorization.
